UN Council Endorses Trump's Gaza Strip Initiative
A global body has voted to endorse measures presented by President Trump for establishing a durable ceasefire in the Gaza Strip, including the stationing of an international stabilisation force and a eventual path to a Palestinian statehood.
Unanimous Backing with Key Abstentions
The resolution was passed by a count of 13-0, with China and Russia declining to cast votes. America's representative the US ambassador told the council chamber that it mapped “a new course in the area for the conflicting parties and all the residents of the territory alike”.
Compromise Language on Independence
The inclusion of allusions to an sovereign Palestinian state was the concession the US offered for backing from the Arab and Islamic world, who are likely to supply security forces for the international stabilisation force (ISF).
“The transitional arrangements that we start today must be executed in following global standards and respecting Palestinian self-determination,” Britain's representative declared.
Government Resistance Remains
Nevertheless, on the brink of the resolution approval, PM Benjamin Netanyahu reiterated his cabinet's firm resistance to the creation of a sovereign Palestine, creating uncertainty on whether Israel will permit the implementation of the Council-backed plan.
Key Provisions of the Resolution
- Swift elimination of existing limitations on humanitarian aid into the strip
- Formation of an international stabilisation force
- Moves towards reconstruction and a potential “pathway to Palestinian self-determination and sovereignty”
Vague Phrasing and Stipulations
The reference to independence was a compromise addition to an original American proposal which did not mention it. But the language is unclear and dependent, stating only that once the Palestinian Authority has reformed itself and the reconstruction of Gaza is progressing, “the situation may eventually be in readiness for a realistic route to Palestinian sovereignty and statehood.”
Worldwide Reaction
The wording was insufficient of the definite pledge to the creation of a Palestinian state next to Israel sought by Arab countries, as well as EU representatives, but in statements to the chamber after the vote, representatives from those states said they were prepared to accept the compromise in the benefit of continuing the present ceasefire and immediate measures to provide for and safeguard the 2.2 million Palestinian people in the territory.
“Our delegation has eventually decided to endorse of this text, a resolution that we support its core objective, namely the maintenance of the ceasefire and the creation of circumstances permitting the Palestinian people to claim their fundamental rights to self-determination and sovereignty,” Amar Bendjama announced.
Implementation Challenges
The resolution provides overall oversight authority to a “stabilisation committee” chaired by Donald Trump, but of undefined composition. This committee has to inform the United Nations but it is not bound by the wishes of the United Nations or by the Palestinian Authority.
Furthermore, it demands the formation of a expert Palestinian panel that is expected to manage day-to-day governance of the Gaza Strip and the distribution of aid, but it is highly uncertain who would take part.
Security Force Authority
The mandate of the international stabilisation force empowers it to neutralize and disband militant organizations in the territory, but it is highly uncertain that would-be troop contributors would be willing to confront such factions. None of the states has so far pledged to dispatching troops.
Moreover the requirements for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been hazy.
European diplomats said they viewed it as pressing that the members of the specialized group to deliver services was settled as promptly.
